Sorry it took me so long to reply, but let me say I sympathize with your situation.  I am a second generation native of Los Angeles and in the last 10 years the housing/landlord situation has gotten really bad.  This used to be an inexpensive city to live in, and landlords were quite reasonable.
Unfortunately, many new laws have passed in the landlord&#039;s favor, or they have been finding loopholes in laws concerning tenants rights, so it&#039;s a tough battle.

Here is what I suggest you do, especially since you are new to English (which, by the way, I used to teach English as a Second Language and you seem to have a pretty good grasp on it) .

You can go straight to this link:

http://www.lafla.org

That is a place downtown called Legal Aid, and they provide free legal counsel to people being mistreated by their landlords, and they have people there that speak all languages if that is easier for you.

If you do not find legal aid to be satisfactory, simply Google a phrase like:

&quot;free legal advice for tenants in Los Angeles&quot;

There are many, many resources out there to help renters, and I suggest starting with Legal Aid and going from there.
